History of the Department

The External Affairs Department of the Velocity Interoperability Network is a young institution, established on 6 September 2026. The milestones below record the work that preceded its establishment and the arrangements announced on the day itself, and will be extended as the Network's representations open.

1. Before August 2026

   External relations conducted by member organisations

   Before the Department existed, each member organisation of the Network dealt separately with the external bodies whose work touched its own. The same body might hold several understandings with the Network, in different terms and recorded in different places; there was no common register, no standing representation beyond the boundaries of the Network, and no single office to which a citizen in difficulty abroad could write.

2. 10 August 2026

   The transition period opens

   Member organisations were asked to call in every understanding they held with a body outside the Network, to report every consular matter then open, and to continue handling new matters under interim arrangements until the Department was established.

3. 10 August to 5 September 2026

   Instruments examined and consular matters transferred

   The understandings returned were examined and, where they were still wanted, recast as instruments of the Network. Eleven were concluded and entered on the register between 12 August and 5 September 2026. In the same period 612 consular cases were handled under the interim arrangements, of which 549 were closed before establishment.

4. 5 September 2026

   Exchanges of letters on representations and accreditation

   Two exchanges of letters completed the preparatory work: one with the Coastal Data Consortium on the establishment of representations, and one with the Northern Interchange Board on the procedure by which officers of external bodies are accredited to the Network.

5. 6 September 2026

   Department established

   The External Affairs Department of the Velocity Interoperability Network was formally established, with responsibility for the Network's relations with bodies outside it, for its representations beyond its boundaries, for consular assistance to its citizens abroad, for the register of agreements and for the accreditation of representatives sent to the Network.

6. 6 September 2026

   Official website launched

   The Department launched foreign.gov.vin, carrying press releases and official statements, the register of representations, guidance on consular services, the register of agreements and travel advice for each area in which the Network maintains a representation.

7. 6 September 2026

   Representations, register and first statistics published

   On the day of its establishment the Department announced seven representations for opening between 14 September and 2 November 2026, published a register of thirteen instruments of which eleven were in force, issued travel advice for seven areas, and published its first statistical release covering the transition period.

8. 14 September to 2 November 2026

   Representations open in sequence

   The permanent representation to the Meridian Transit Authority opens first, on 14 September 2026, followed by the representations to the Coastal Data Consortium and the Open Protocols Assembly, the liaison offices at the Northern Interchange Board and the Harbour Clearing Union, and the delegations to the Continental Registry Union and the Southern Freight Alliance.

9. Forthcoming

   Quarterly reporting and the instruments under negotiation

   The Department's first quarterly statistical report, covering the period to 30 September 2026, and the conclusion of the memorandum of understanding on crew welfare and the technical annex on clearance formats, will be announced in the Newsroom.
